THE MAIN PRIORITIES OF THE FORMATION AND IMPLEMENTATION OF KAZAKHSTAN'S HUMAN CAPITAL IN THE FIELD OF EDUCATION

Abstract

The rapid changes taking place in the economic, political and social spheres of the country have led to fundamental changes in approaches to education and human capital development.

Kazakhstan was the first among the CIS countries to fully switch to modern three-level training of highly qualified specialists in the bachelor - master - doctor PhD system, laying the foundation for integration into the world educational system, full inclusion in the Bologna process.

Nazarbayev University, established as a center of science, education and innovation, has become a systemic point of institutional growth and development of higher education in the republic on a new basis. The best universities of the world are involved in its creation and functioning, prominent foreign specialists are involved, the most modern methods of teaching, conducting research and their practical implementation.

Nazarbayev Intellectual Schools play a similar role in secondary education, increasing creative opportunities and the general level of secondary and higher education in the country, consistently accumulating methodological, scientific and organizational developments.

At the same time, the development of the education sector does not exclude certain contradictions and still unresolved issues. In particular, these are issues of insufficient quality of education, aging of teaching staff, low competitiveness of specialists, especially middle managers, etc.

In this regard, the accelerated formation and purposeful evolution of institutional mechanisms for the reproduction of knowledge and human capital continues to be extremely urgent tasks for Kazakhstan in the conditions of accelerated industrial and innovative development and the formation of an intellectual nation in Kazakhstan.

The education system, increasingly focused on market demands, will help to form an innovative model of a higher education institution. It is expected that the share of universities that have passed independent international accreditation according to international standards will amount to 30% and the number of higher educational institutions that carry out innovative activities and introduce the results of scientific research into production will increase to 5%.

In this regard, the importance of the validity of the role of the education factor in the economic development of the country increases. Despite the fact that over the years of the development of the concept of human capital, important regulatory documents in the field of education have been adopted, they do not yet allow us to fully reveal the potential of the educational factor. In particular, the state program for the development of education is focused on solving macro-goals, which consist in bringing education closer to the level of world standards, accelerating the country's entry into the world educational space.
